Default PHP magic_quotes_gpc setting is `OFF` instead of `ON`

I have installed Joomla and am receiving the following error:

Following PHP Server Settings are not optimal for Security and it is recommended to change them:

* PHP magic_quotes_gpc setting is `OFF` instead of `ON`

Please check the Official Joomla! Server Security post for more information.

I checked the Official post and it mentions changing the php.ini settings...
We don't have access to that file do we?
Is there is a way to have your own php.ini?
Anyone know how to do this?

Create/edit an .htaccess file and add this to it

php_flag magic_quotes_gpc on

put that in the root directory of your joomla installation.

This "fix" will no longer work as Apache 2.2 and php 5.2 / phpSuExec will not allow for php flags to be set via .htaccess

You will need to utilize a custom php.ini file in your /home/USERNAME/public_html directory.
