Default Allow visitors to download content

I just started my site a yesterday, I'm new to this, I was wondering how I can set up a way for guests to download something. My site is going to be for sim games, i.e. The Sims, Sim City 4, etc. I have got a forum set up to branch off of the site, I just don't know what I need to do to allow someone to download content. Also, is it possible to set it up where someone can become a member of my site. I'm trying to do something like www.modthesims2.com where a user can visit and download things. Some for a charge, but most for free. I don't really have the money to spend on a WYSIWYG so I use the site's default in the cpanel. I also don't have much knowledge of coding atm. Any help is much appreciated, and thank you for any replies.

I am not sure but doing this would violate H9's TOS

They are mods to the game that EA Games has allowed anyone who has purchased a sim game to edit certain parts, they actually encourage it, I wont do a pay section, as I cant gain money, thats bad, but the free ones would be ones that I have received free from other sites, kind of like a consolidation thing, with the permission of those sites. I have already emailed the sites asking if it is ok. So I don't really think that applies, correct me if I'm wrong, but they're available, its just something someone created, by editibg certain files.

But I won't be making money off the mods, it'll be free, just like the other places have it. Except for ones that I make myself. And as far as I know the mods are not copyrighted, but I'm getting permission before I try to use them. The ads are seperate things, but I will be advertising their sites for free if they agree. There actully was a big discussion on one of the sites about the legality of the mods, but EA has given all users permission to edit almost all files, the whole idea behind sim games is open ended gameplay/customizable gameplay. EA has actually invited several people to a seminar, all expenses paid, to get even more details about how certain things work, there are very few files they wont let you edit. So, does anyone know how to set it up?

Wrap up your downloadables into a zip(one for each) or if a single file just zip it.

Create a normal href link to it and it will be automagically eligible for download

kinda like this and in the first posting -
