Default SMTP error code 421 RP-001

I am a customer of h9 from several years ago. I've always thought it like a good service compared to its price.
Then I began to recommend h9 services to my friends. My friends who hired h9 services, they said to me that they had problems with the emails.
I did not know how to answer them, because I never had problems with e-mail service.
All my friends canceled their accounts with H9 gradually by bad e-mail service. Later, I started having problems with emails. I sent tickets to h9 support and answers were never satisfactory.

Problems with e-mail service were so severe for my business, that the account of one of my customers had to go to another host (more expensive, but no problem e-mail service).

At this moment, I have problems with e-mail service. Yesterday I sent a ticket to h9support service (ticket ID: MEP-951873) and I still do not have an answer.
The problem is that all emails I send to hotmail, are returned. (
SMTP error code 421 RP-001)

I would greatly appreciate you give me a concrete and satisfactory response.

Regards

Looks like you are not the only one with that problem. Google SMTP error code 421 RP-001 and see what you find.

on the live.com page, shows this about 421 RP-001:

The mail server IP connecting to Windows Live Hotmail server has exceeded the rate limit allowed. Reason for rate limitation is related to IP/domain reputation. If you are not an e-mail/network admin please contact your E-mail/Internet Service Provider for help.

I have 1 account reseller with 2 IP. One IP is technically use it for a single site (IP dedicated) and the other IP is for all the other pages I have. But the problem it’s in all my accounts, including the one with the dedicated IP.
It seems to be that the reputation problem is on the full range of IP.
