Try reloading at least this file "/modernbill/include/config/config.locale.php" a this is the error generator file and might be corrupt.

Did you upload the distribution for this using "binary" as the protocol?

yeh I uploaded it as binary, I fixed the PHP parse error and now when i go to my MB page it tells me I need to install Zend optomizer?

also in that same file is a whole bunch of garbage like this "@& ONWH䚤$Im bbe Y,B8zOΒ58Kc
eD3ʴ+9*%+IE
UF:;cQ^2w5Tr{
\h~zp3JHas]meME)U=O.= \ږ6~mc$69=, WZ7{pg#+kB Ʉ*}c>ٱ}CCp.(rť C|\mV uad ѰʥtNWD{F3)ڒ?֟3EQ
"

now that I know how to install this program I can probably delete the current install and reload it.

Zend optimizer is already installed on the server. You don't need to install it.

Did you install MB by uploading the tarball and using shell access to untar it or did you upload the individual files via FTP?

That gobbledy-gook you see is Zend encoded php. It's encrypted so you can't see how it's made and you can't modify it.

I'm guessing when you say this you've uploaded the individual files via FTP? This can sometimes lead to corruption of files, expecially the Zend-encoded ones.

To do it the recommended way you'll need to have shell-access (SSH) added to your account. You need to submit a support request to get this.

You'll also want to use a SSH/Telnet client. I'm using PuTTY downloaded from here:
http://www.putty.nl/download.html
(I used the putty-0.60-installer.exe version)

Once you have SSH enabled for your account and a SSH/Telnet client installed on your home PC, post back here again if you need further assistance.

PuTTY is great. It does wonders, I'm telling you. SSH is my best friend. Well, second best.
