That is very odd. Let me touch on each valid point you made:
* Host9 servers keep crashing and they keep moving the servers all the time. We recently moved servers to new data centers or upgraded their hardware to provide better uptime and service to our customers. Which nodes are you seeing outages/downtime on?
* They do not provide DNS management and do not inform the client of any server IP change. We will have this fixed this week as well as new paths of communication for network related notices to our clients.
* They claim to have a refund policy for downtime, But they NEVER pay back any client regardless of hours of downtime. Have you emailed billing@hostnine.com about this? We always provide credits for downtime when customer contact us with an issue.
* One of my site was suspended with no obvious reason. It is on Joomla and usually has 8-12 visitor at a given time. Did you receive an email from abuse on this issue? There had to have been a reason for it's suspension as we do not randomly suspend sites.
