need setup help

I have just blown a whole weekend trying to install and setup modernbill without success. Is there any way that a person of decent intelligence but not a lot of php and unix experience can get v4 up and running without the $150 hour charge from modern?

Is there a manual that at least has explanation of the terms that are used (maybe with an example)

And finally is there anyone that can help me get it setup here?
