Not sure what you are seeking here as "Sitebuilder" is one application to be able to place a templated web site up.

ModernBill is a totally seperate application and has it's own configuration where you can enable the eNom service.

Might you be asking if "SiteBuilder" has the facility to integrate ModernBill?

Quick answer - Not directly - You need to have MB Installed and use the link function in SiteBuilder to make the link or if you can code - just publish the bulk of your templated site and manually edit the pages.
