I might be missing something.

Is there a place for clients to make their own DNS changes though cPanel x?

They can do MX records, but not DNS records

Not via cPanel, no. Through WHM, and RC, yes.

Actually YES - if using WHMCS for managing clients. They have completely DNS control in it.
