Default Problems with RC caused by abuse?

I thought that H9 had turned a corner a couple of weeks ago as uptime improved greatly and I was happy to be a H9 customer again. However, problems have started up again on a few server I have my sites hosted on over the last few days.

This got me thinking about the possible problems with Reseller Central and the ability to have different sites on different servers under one reseller account.

For those of us playing by the rules and not spamming or whatever - RC is great for SEO as it allows different sites to be on different servers, and also lets international customers like me be able to have my UK focused sites hosted in the UK, my US focused sites hosted in the US and more.

However, as a user can split their account across several servers, it would also be easier for spammers to cause more system-wide problems as they would not be limited to causing problems on a single server, but could instead affect users on a whole variety of servers.

H9 do not and should not treat all customers as potential spammers, limiting access and the like, but what steps should be and are being taken to prevent spammers abusing the system and taking down a few servers with them?

- Do you track the overall usage of each reseller account of resources as well as on a per site basis?

- If one site under a reseller is suspended for spam - what happens to the other sites of that reseller? Are they kept a close eye on? Soft limits imposed on mail send?

- Do you have anything to prevent spammers resigning up after their site has been suspended?

Just something to consider, and I would like to hear H9's comments on if possible.
