i received a mail saying

I'm from Egypt and it's hard for me to receive checks from usa
can you send my affiliate money by western union instead?

A downline signup, is someone you referred registered to be an affiliate themselves.

HostNine uses a 3rd party affiliate script that has the capability of giving commissions on multiple levels. Anything past the first level is actually disabled in this implementation, so the downline affiliate does you no good.
